Renames the Shared Parameters in the families, yes. But once you load them into a project that has already seen those shared parameters under a different name (same GUID) then everything breaks.
As the description says "Fully rename multiple shared parameters at once in all your Autodesk® Revit® families files." This is used to rename shared parameters in your library or new acquired library and renaming shared parameters to match your company standards to use them in your projects. Your Case: Loading a family in a project with a shared parameter then reaming it outside then reload it again in the project with the old shared parameter. The project will override your families, because the shared parameter comes from the project itself not the family loaded. Load your family in any new project (A Project that didn't have this shared parameter before) and you will find the family shared parameter with the new name. There are no traces for the old name except in your old project.
